Unless an alternate mechanism is specified in this Constitution, the Executive Committee shall have the power, by [consensus]
1) to decide if a given issue affects either the graduate or undergraduate population individually, or both jointly. In the absence of an alternate mechanism and in the absence of [consensus]
2) of the Executive Committee, the issue shall be assumed to affect both populations.
